BKK Aktiv BKK Aktiv counts on planning and transparency in controlling The
constantly changing legal background, rising medical costs and not least
greater competitive pressure are forcing many medical insurance companies
to introduce an informative controlling system. To achieve this, financial
controllers from many different company medical funds have come together
in order to approach this issue collectively. The result is an efficient
solution, which has been implemented by means of the flexible controlling
system Corporate Planner and the web-based management and information
system CP-Web. The head of the Controlling department, Mr Andreas Krömer, states that like in many other company medical funds, branch-specific software is used at BKK Aktiv called ISKV, or the Medical Insurance Information System, which deals with every transaction and database in medical insurance.
Transparency and analysis and planning methods are lacking However, the ISKV Information System covers merely the operative side of data management. There are no efficient tools with which specific evaluations from particular standpoints may be carried out. The question of how much is spent in the area of sickness benefit or hospitals in certain locations, for instance, cannot be answered at the touch of a button. Nor are there any tools for practically determining target figures, breaking budgets down into administration and cost centres and effectively checking how closely these are complied with. For this reason, in the past one had to resort to well-known systems like Excel or Access. "But that was no workable solution," Andreas Krömer reports. "Countless files emerged in no time at all, and all these had to be maintained on a monthly basis. If you wanted to look at the data from only a slightly different angle, a completely new evaluation had to be made. We consider our evaluations from many different standpoints and there is no comprehensive integration at all between the various files." Another characteristic is that each evaluation has to be carried out for two judicial areas, East and West. The data for each area are treated separately, just as are the statistics to be compiled.
Compulsory medical insurance structure: A controlling model especially for (company) medical funds The problems outlined here do not only affect BKK
Aktiv; they affect all company medical funds. Andreas Krömer became
aware of Corporate Planner through a Controlling Group, which was initiated
together with other company medical funds. This software has a ready-made
model which is orientated towards the particular needs of medical insurance
companies and contains the badly needed analysis and evaluation tools
as well as those for a specific and effective budget planning. Every compulsory medical insurance company uses the same chart of accounts, with only minor differences between each company. This chart of accounts forms the basis of the controlling structure in Corporate Planner, which can then be used in any company medical fund. Particular requirements of a certain fund may be depicted flexibly by the user.
Transparency in benefit expenditure Andreas Krömer goes into detail about how the system is implemented: "We use Corporate Planner for the portrayal of all our expenditure, and for a detailed calculation of the structural risk adjustment. At BKK Aktiv a three-tier hierarchy is displayed in the software: account allocation – cost centres – administration cost centres. As a result of the presentation of expenditure in absolute figures, according to members and insured persons and also the comparison with the structural risk adjustment, we can quickly and fully recognise developments and react towards unusual increases." In addition to presenting our finances, with the standard model for medical insurance companies we have been given a tree structure in which our members and insured persons are portrayed clearly according to various classes (e.g. compulsorily insured persons, pensioners, voluntarily insured persons, students, jobseekers, men, women, etc) as well as according to their branches, regions and judicial areas. This offers us a very good summary of how our members and insured persons make up a pattern." Flexible planning – even with alternative scenarios The software’s main field of use at BKK Aktiv is to be found in planning and budgeting: "Our budgeting always takes place in the time span from September to November. Many sectoral and seasonal conditions play a role here. There are typical seasonal fluctuations, which have to be taken into account. We always view our expenditure curves over a period of three years and present this multi-year comparison clearly in a graph using Corporate Planner, and this simplifies our planning process. When planning the respective areas we always have to deal with completely different requirements, each area has its own dynamism. While some areas are subject to legal regulations others are the result of negotiations. Of course our demands of a planning system are correspondingly high, as we have to be able to react flexibly to all these conditions. This is where I see the merits of the software. The straightforward handling gives us the freedom we need and also enables us to plan new scenarios quickly if necessary. This was one of the reasons why we decided in favour of this system, since there are enough complicated things in life!"Ahead through more transparency – web-based reporting BKK Aktiv has been using the web-based information
system CP-Web since the summer of 2003. "We count on transparency
in our company; every employee should be able to see the business figures
of his area of responsibility. With more than 530 recipients of information,
it is practically impossible to use Excel or pdf-files for reporting.
That is why we were looking for a money-saving and above all time-saving
way of distributing information within the company", is Andreas
Krömer’s explanation of his decision-making process.
